Our city clerk is Belinda Beasley who joined the city in 2011 as a librarian and was promoted to assistant director in 2013. Belinda was again promoted to city clerk in 2015 after our longtime clerk Barb Barker retired.

Belinda finished high school in Bossier City, LA and studied clerical and accounting at NTI; she later studied human resources at the University of Arkansas.

She joined the city of Lincoln after working for 16 years as the secretary and a driver in the Bus and Maintenance Department for the Lincoln School District. Prior to that, she worked for the Fayetteville School District.

Belinda’s duties include oversight of aspects of city hall management, assisting and filling in for the court clerk as needed, payroll services and filling out tax and other forms as required by the state of Arkansas and federal agencies. She also handles all permits, licensing and other required paperwork.

And last but not least, she serves as a point of contact for the residents of Lincoln, answering questions, and providing any Freedom of Information Act requests.

Belinda is active in the community and served as the Friends of the Lincoln Library President for two years and sponsored 4-H for multiple years. She also volunteers for Christmas on the Square, the Arkansas Apple Festival and several other local charities throughout the year.
