Our City Clerk is Barbara Barker who joined the city in 1998 as city clerk and administrative supervisor. She was a student at Fort Atkinson High School and attended college at the University of Wisconsin-Whitewater where she studied business and minored in sociology. She has been certified as Municipal Clerk since 2001 by the University of Arkansas Continuing Education Program.

Her duties include oversight of aspects of City Hall management, supervision and management of Court activities, filling in as needed for the Court Clerk, all financial transactions of city funds, all receivable and payable transactions for the city, payroll services and tax forms as required by state and federal agencies. She also handles all permits, licensing and other required paperwork.

And last but not least, she serves as a point of contact for the residents of Lincoln, answering questions and providing any Freedom of Information Act requests.
